Fin dal maggio del 2004, i delegati della Commissione Biblioteche della CRuI avevano indicato il tema dell'editoria elettronica come uno dei punti strategici da approfondire e ai quali dedicare la massima attenzione. L'istituzione del Gruppo di lavoro sull'Editoria Elettronica, coordinato dall'Università degli studi di Firenze, aveva formalizzato questo interesse e stimolato l'analisi dello "stato dell'arte" in Italia in questo campo, delle opportunità che esso offre al mondo accademico e la definizione di possibili linee di sviluppo. Le "raccomandazioni" contenute in questa pubblicazione sono destinate ai delegati dei rettori delle università italiane e ai loro collaboratori con l'intento di fornire informazioni e suggerimenti per lo sviluppo di iniziative di editoria elettronica. In tal senso vogliono non solo rappresentare uno strumento di aiuto e indirizzo per chi si è già orientato a intraprendere un'iniziativa editoriale universitaria, ma porsi anche come invito a riflettere sull'importanza che l'editoria elettronica sta acquistando per l'attività didattica e scientifica future. In May 2004, the delegates of the Library Commission of the CRuI had already identified the issue of electronic publishing as one of the strategic aspects to be addressed and explored with the utmost attention. The setting up of the working group on Electronic Publishing, co-ordinated by the University of Florence, formalised this interest, stimulating the analysis of the state of the art in this field in Italy, the opportunities which it offered to the academic world and the definition of possible lines of development. The "Recommendations" comprised in this publication are addressed to the delegates of the Chancellors of the Italian universities and their collaborators, and intended to provide information and suggestions for the development of electronic publishing initiatives. They are consequently designed not only as a tool for help and guidance for those who are already moving in the direction of a University publishing initiative, but also as an invitation to reflect on the importance that electronic publishing is acquiring for the teaching and scientific activities of the future.

Cette étude constitue la première enquête importante sur les pratiques d’achat de livres électroniques (entendus en tant que contenu) en bibliothèques de recherche et bibliothèques de lecture publique, en France et dans d’autres pays francophones. Les bibliothèques de recherche (universitaire, d’instituts de recherche…) sont beaucoup plus avancées que les bibliothèques de lecture publique, qui s’adressent au grand public. Elles sont 59% à acheter des livres électroniques depuis quatre années en moyenne contre seulement une bibliothèque de lecture publique interrogée sur dix. Elles font toutes appel majoritairement à une plateforme de distribution (Numilog, Cyberlibris…) et/ou un consortium. Les bibliothèques rencontrent encore de nombreuses difficultés lors de l’acquisition de livres électroniques : modèles économiques complexes, non disponibilité au format ebook de nombreux ouvrages, intégration technique avec les autres ressources, difficultés liées aux DRM, tarifs élevés… Les usages et attentes ont été analysées par type et taille de bibliothèque.
